When the WA Health system needed to replace a 25-year-old platform used to manage and process payments for more than 1,000 contracted medical professionals, the pressure was on.

The Medical Accounts Assessment System (MAAS) had been in place since 1998, handling the invoicing and payment verification for fee-for-service doctors across WA public hospitals. But with the system’s hosting platform scheduled for decommissioning by the federal government – and no extension possible – WA Health was facing a firm shutdown deadline.

A new system had to be built. Fast.

And it wasn’t just a rebuild. The new solution needed to support every existing function, meet strict government audit and compliance requirements, integrate with both Oracle Fusion (for payments) and WebPAS (for patient administration), and deliver an improved user experience for medical staff and administrators alike.

A mission-critical challenge with no margin for error

This was more than just a software project. It was a business-critical transformation under extreme time constraints, in a highly regulated environment.

Previous estimates suggested a traditional development approach would take 12 months or more – longer than the window WA Health had. That’s when they turned to Kiandra.

Kiandra proposed something different: a powerful, custom-built solution using OutSystems low-code technology to enable rapid delivery without sacrificing on auditability, integration or performance.

Why low-code was the right fit

In many ways, low-code was the key enabler of this project’s success.

Platforms like OutSystems accelerate delivery by allowing development teams to assemble and customise complex applications through a secure, scalable visual interface. But make no mistake - low-code doesn’t mean low-function. In fact, it’s increasingly the go-to solution for regulated industries needing both speed and rigour.

For WA Health, this meant:

  • Faster prototyping, user testing and iterations
  • Rapid delivery of a compliant and auditable solution
  • Built-in governance and rules engine to manage Medicare and WAGMSS billing schedules
  • Easy integration with patient and payment systems
  • Custom workflows that matched real-world use cases.

And importantly, it allowed the project to go live on time – without cutting corners.

Deep integration, enterprise-grade results

The new MAAS platform delivered far more than a quick fix.

It included:

  • A streamlined portal for medical professionals to submit invoices
  • A configurable rules engine that ensured compliance with the WA Government Medical Services Schedule and Medicare
  • Seamless data exchange with Oracle Financials and WebPAS
  • Reporting features that enabled full auditability and financial traceability
  • A 66% drop in annual platform costs, from $1.2M to $400K.

In the words of WA Health CIO Holger Kaufmann, “Low-code technology has enabled us to respond quickly to the required change and puts HSS at the forefront of application innovation.”

Built for compliance. Delivered fast. Powered by low-code.

Government and enterprise organisations often assume that speed and compliance are at odds. The WA Health project proved otherwise.

With the right partner, low-code platforms can dramatically shorten delivery timelines, while meeting or exceeding the standards required for regulated environments.

At Kiandra, we specialise in just this kind of work: critical projects, complex requirements, tight deadlines. We combine 30+ years of experience with the latest acceleration technologies to deliver software you can rely on.

Replacing legacy systems with modern custom software

Many organisations across Australia still depend on systems built decades ago. These platforms once did the job, but they now act as barriers to growth. They are costly to maintain, difficult to scale, and risky to secure. More importantly, they can no longer keep pace with the expectations of staff and customers.

Software without security is a disaster waiting to happen

Not long ago, many businesses only considered security after a breach occurred. Today, that approach is too risky. Security needs to be designed into software from the very beginning and treated as a non-negotiable part of the software development life cycle.

Five reasons your digital transformation might fail

Not all projects succeed. In fact, research shows that around 70% of digital transformation initiatives fall short of expectations. The result? Wasted time, investment and resources. With more than $1 trillion being invested globally in digital transformation, this is an initiative you’ll want to get right.
