From 12 months to 5: WA Health's medical invoicing system delivered rapidly with low-code

When the WA Health system needed to replace a 25-year-old platform used to manage and process payments for more than 1,000 contracted medical professionals, the pressure was on.

The Medical Accounts Assessment System (MAAS) had been in place since 1998, handling the invoicing and payment verification for fee-for-service doctors across WA public hospitals. But with the system’s hosting platform scheduled for decommissioning by the federal government – and no extension possible – WA Health was facing a firm shutdown deadline.

A new system had to be built. Fast.

And it wasn’t just a rebuild. The new solution needed to support every existing function, meet strict government audit and compliance requirements, integrate with both Oracle Fusion (for payments) and WebPAS (for patient administration), and deliver an improved user experience for medical staff and administrators alike.

A mission-critical challenge with no margin for error

This was more than just a software project. It was a business-critical transformation under extreme time constraints, in a highly regulated environment.

Previous estimates suggested a traditional development approach would take 12 months or more – longer than the window WA Health had. That’s when they turned to Kiandra.

In many ways, low-code was the key enabler of this project’s success.

  • Custom workflows that matched real-world use cases.

And importantly, it allowed the project to go live on time – without cutting corners.

The new MAAS platform delivered far more than a quick fix.

It included:

  • A streamlined portal for medical professionals to submit invoices
  • A configurable rules engine that ensured compliance with the WA Government Medical Services Schedule and Medicare
  • Seamless data exchange with Oracle Financials and WebPAS
  • Reporting features that enabled full auditability and financial traceability
  • A 66% drop in annual platform costs, from $1.2M to $400K.
